Title: Strengthening the Performance of Rural Producer Organizations in a Market Economic Context
Abstract:
Following the changes in the market-economic environment as a result of global market liberalization and structural adjustments,
primary producers and their organizations have to adapt to meet numerous new challenges. However, we cannot always assume that
Producer Organizations (PO's) have adequate capacities to innovate and strengthen their actions. Given the increased importance
of the functions fulfilled by PO's, governments, development organizations as well as PO's partners in the chain are interested
to assist producers and their organizations to strengthen their collective performance in a market economic context. The presentation
provides a summary overview of an approach towards providing capacity building support to PO's that combines aspects of
organizational development practices, supply chain analyses and participatory development approaches. It furthermore
argues that extending support for the strengthening of Producer Organizations should not be viewed as a means to achieve
a (development or commercial) objective, but an end in itself. Whilst dealing with the interests and development needs
of PO's development organizations, donors, etc. will have to start from a vision of the PO development that is negotiated
and designed in collaboration with the management and members of the PO.
Title: Chain empowerment: supporting African farmers to develop markets
Abstract:
A key challenge in development cooperation is to assist smallholder farmer groups in gaining more control over value chains.
Based on the real-life experiences of thirty service providers in Africa, this presentation distinguishes four basic strategies
of value chain development. Each of these strategies requires specific skill sets from farmer groups and distinct intervention
strategies by service providers.

Titel: Ervaringen met het creëren van eigendom van producenten organisaties in waardeketens
Abstract:
Vanaf het moment van oprichting van AgroFair in 1996 is er gekozen voor een bedrijfsmodel waarbij mede-eigendom
van de producenten organisaties centraal staat; 50% van de aandelen is in handen van de internationale producenten coöperatie,
CPAF. Deze filosofie is de afgelopen 10 jaar ook de basis geweest voor de ontwikkeling van andere modaliteiten waarbij
mede-eigendom en medezeggenschap in de export waarde keten centraal staat. Twee voorbeelden zullen worden toegelicht
in West en Zuid Afrika. Toch kunnen er kritische kanttekeningen geplaatst worden bij deze nadrukkelijke focus op
mede-eigendom in de keten. Kunnen we wel export service providers en tweede graads organisaties ontwikkelen als de
band tussen producenten en hun primaire organisaties nog heel precair zijn? Is het mogelijk om zeer diverse
producenten organisaties (van kleine seizoensproducten en jaarrond volume commodities) zeggenschap te geven
in een internationale onderneming? Organisatie ontwikkeling blijkt een langdurig proces: hoeveel stakeholders en
donoren willen zich committeren voor periodes van meer dan 5-10 jaar?
Title: Farmers' organizations and agricultural innovation - case studies from Benin, Rwanda and Tanzania
Abstract:
Success stories from Sub-Saharan Africa show that knowledge for innovation is crucial for agricultural development.
During the last two decades agricultural R&D; systems in Africa have undergone fundamental reforms. Also, farmers'
organizations operating in emerging value chains have been created as a result of democratisation and liberalisation.
What is currently the role of these FOs in management of knowledge and information? How can their role be strengthened?
This presentation will give an overview of results of case studies: best practices, lessons learned and issues for
empowering farmers and their organizations.
